UN Launches Breakthrough Climate-SDG Synergy Reports at HLPF 2025 Special Event

Three Thematic Reports Demonstrate Power of Integrated Climate and Development Action

The United Nations High-level Political Forum on Sustainable Development (HLPF) has launched three comprehensive thematic reports that showcase how breaking down institutional silos between climate action and sustainable development can unlock transformative solutions. The reports, unveiled during a special event on July 22, 2025, at UN Headquarters in New York, demonstrate that “greater impact could be achieved by breaking down silos and tackling the climate change and sustainable development crises together.”

Strategic Focus Areas Target Critical Climate-Development Nexus

The three newly released reports address critical intersections between climate action and sustainable development goals, focusing on nature conservation for climate and SDGs, climate and disaster insurance mechanisms, and climate and health action in urban environments. These publications represent the collaborative work of the Expert Group on Climate and SDG Synergy, co-convened by the UN Department of Economic and Social Affairs (DESA) and the United Nations Framework Convention on Climate Change (UNFCCC).

Developed by leading experts in climate and development policy, the 2025 thematic reports specifically examine: ‘How Nature Conservation Can Advance SDG and Climate Action’; ‘Closing the Climate and Disaster Insurance Protection Gap’; and ‘Linking Climate and Health Action in Cities.’ Each report provides evidence-based recommendations for pursuing Nature-based Solutions (NbS) that support climate and biodiversity action while promoting inclusive development, improving insurance coverage for climate-related disasters, and adopting urban climate policies that deliver concurrent health benefits.

Massive Potential for Integrated Climate-Development Solutions

The timing of these reports reflects the urgent need for coordinated action, particularly given that more than 80% of Sustainable Development Goal targets are directly linked to climate change. This interconnection creates enormous potential for co-benefits, enhanced resource efficiency, and long-term resilience building. However, the UN acknowledges that despite these clear linkages, progress on climate and development challenges remains frustratingly fragmented across different sectors and governance levels.

The special event, themed ‘Strengthening Climate and SDG Synergies for Accelerated Momentum Toward 2030,’ strategically built upon the outcomes of two major recent conferences: the Sixth Global Climate and SDG Synergies Conference and the Fourth International Conference on Financing for Development (FfD4). This foundation positions the reports to influence upcoming critical global moments, including the UN Climate Change Conference (UNFCCC COP 30) and the next round of nationally determined contributions (NDCs).

Comprehensive Event Features Expert Panel Discussions

Beyond the formal launch of the thematic reports, the HLPF special event hosted by DESA and the UNFCCC Secretariat featured three substantial panel discussions addressing key implementation challenges. These sessions focused on innovative financing mechanisms for integrated climate-development projects, strategies for balancing biodiversity conservation and nature protection with inclusive development objectives, and approaches for enhancing public health outcomes through resilient city planning and climate adaptation measures.

Reports Contribute to Major September 2025 Global Assessment

The three thematic reports serve as foundational contributions to the comprehensive 2025 Global Report on Climate and SDGs Synergies, scheduled for publication in September 2025. This forthcoming global assessment will synthesize findings from multiple research streams and expert consultations to provide policymakers, development practitioners, and climate negotiators with evidence-based guidance for achieving integrated climate and sustainable development outcomes.

The launch event represents a pivotal moment in international efforts to accelerate progress toward the 2030 Agenda for Sustainable Development while simultaneously addressing the climate crisis through coordinated, synergistic approaches that maximize impact across multiple objectives and stakeholder groups.
